Abstract
Anthropogenic nutrient enrichment of water resources is a pressing global matter, particularly acute in densely populated areas where industrial effluent, sewage, urban runoff, atmospheric deposition and agricultural practices elevate nutrient levels in waterbodies. This nutrient influx accelerates primary production, leading to biodiversity loss and water quality degradation. Despite global regulatory efforts, eutrophication remains a critical concern, with South Africa facing escalating threats to its freshwater resources. This urgency underscores the need for effective actions to combat eutrophication in the interest of ecologically sustainable development. This research aimed to develop a critical understanding of eutrophication governance in South Africa by focusing on (1) evaluating eutrophication governance, (2) recommending policy responses, and (3) proposing strategic management approaches. The study employed a four-phase methodology based on evaluation research. Data collected through literature research, surveys and stakeholder engagement in Phase 1 informed the evaluation process in Phase 2, which involved designing an evaluation framework based on the DPSIR Framework to analyse the data and identify root causes for intervention responses. These responses were then translated into policy statements in Phase 3 and strategies in Phase 4 to guide eutrophication governance in South Africa. By linking theoretical frameworks with practical policy and strategy for implementation, this research methodology aimed to provide effective solutions to combat anthropogenic eutrophication. Grounded in a philosophical and theoretical foundation, the research contributed significantly to South Africa's water resource sustainability, highlighting the urgent need for comprehensive governance mechanisms. The findings revealed major gaps, particularly in monitoring, enforcement and coordination. Through the DPSIR Framework, the study established essential linkages between drivers, pressures and water quality impacts, facilitating a targeted governance approach. The proposed policy prioritised long-term sustainable water management, adaptive strategies and resource allocation. Ultimately, this study called for continuous strategy adjustments to meet changing ecological and social demands, ensuring a responsive and effective governance framework.
