Abstract
Existing points of view on the educational system as an interweaving structure have served as a basis for research of various universities since 1972. In 1988 Steyn identified certain problems pertaining to the existing points of view. He has subsequently suggested another model
according to which the relation between the educational system and other social structures can be understood and explained. The purpose of this research was to determine, by means of a structural
analysis of the mini-educational system. whether the Steyn-model can also be used to study the educational system. After an intensive bibliographical study, the various points of view were described. This was followed by the empirical resea1ch. The desired information was collected by the use or structural questionnaires. These
questionnaires were completed by persons responsible for training in the top management of all the mini-educational systems in Planning Area 23 which is registered with the Department of Manpower. Deductions were made on the basis of tables and estimated averages,
and it was found that the mini-educational system had a particular identity structure. This structure Interacts with two other structures. viz. the coordinators and those structures with educational interests. This
information corresponds with Steyn's model for interweaving structures in education. After it had been determined that the mini-educational system as well
as the national educational system displayed the same characteristics
with respect to aim and structure, Steyn's model for the interweaving structures was also applied to the national educational system. It was found that the Steyn-model could also be applied to the national
educational system. It is therefore a useful Instrument in studying the relationship between educational systems and educationally interested structures, irrespective of the educational system in question.
