    Abstract
    The scope of education and training needs which South Africa is currently experiencing emphasizes the fact that no single form of provision of education will succeed to meet the learning needs of the community. Alternative options, other than the traditional forms of provision, should be investigated and considered. Community education is an option for the extension of learning and educational opportunities to meet the needs of the community. Community education involves a process and structure for the provision of learning and education opportunities to the community by means of community education programmes. The community college or community learning centre forms an integral part of the infrastructure for community education. In South Africa the concept of a community college system is nothing new. An institution which is accessible and has the necessary flexibility to cater for the diverse needs of a heterogeneous student community is envisaged. Technical colleges can make a significant contribution in this regard. The transformation of technical colleges into community colleges seems to be a viable option against the background of the optimal utilization of facilities. Under the constitutional dispensation before 27 April 1994, the Department of Education and Training catered for the education of the black community. This department had already, since 1990 considered the transformation of those technical colleges under its jurisdiction into community colleges. As educational leader and chief executive officer the role of the principal is central in the community education process. Community education programmes must become a reality under his management and leadership. The subject of this study is the task of the technical college principal with regard to the implementation of community education. In addition to this it will be endeavoured to determine guidelines for the implementation of community education at technical colleges.
