dc.description.abstractThis study assesses the impact of systematic administrative intervention on governance in the Dr Ruth Segomotsi Mompati District Municipality in South Africa. Governance failures remain evident, namely financial instability, poor service delivery, and weakening administrative capacity, thereby prompting provincial intervention under Section 139(1)(b) of the Constitution numerous times. Despite this, tangible and sustainable improvements do not emerge. The research is predicated on qualitative desktop document analysis of official records, including Auditor-General reports, municipal documents, and policy frameworks, across three intervention periods: 2009, 2017, and 2022. It examines whether interventions engender long-term financial sustainability, compliance with governance standards, improved service delivery, and community trust. The findings indicate that interventions yield, at best, temporary stabilisation and compliance improvements, but tend to overlook the real causes, such as political instability, institutional weakness, and capacity constraints. Also of concern are the limits placed on local democratic processes during interventions, raising the spectre of accountability and community exclusion. The study provides empirical indications that administrative interventions function more as temporary measures than as sustainable solutions. Highlighted is also the need for a paradigm shift toward comprehensive reforms built on capacity development, political stability, and citizen engagement if meaningful transformation of municipal governance is to take place in South Africa.
