dc.description.abstract | Two of the challenges facing South Africa are crime and victimisation. This article explores the effectiveness of governmental bodies in the whole-of-government approach to ensure accountability and oversight over safety and security. Significantly, the article highlights the prevalence of weaknesses in the decentralisation of safety and security powers and responsibilities.
