Abstract
The integration of Information and Communication Technology (ICT) in public sector construction management has become essential for enhancing operational efficiency, governance, and service delivery. In the North West Department of Public Works (NW DPW), insufficient ICT integration intensifies delays, cost overruns, and inefficiencies, compromising the department's capacity to execute vital infrastructure projects. This report assesses the degree of ICT use in the NW DPW, identifies obstacles to its execution, and suggests practical measures for digital transformation. This study adopts a qualitative research methodology based on an interpretivist paradigm, utilising a case study approach to examine the department's ICT practices, operational issues, and systemic constraints. The data collection comprised semi-structured interviews with major stakeholders, augmented with organisational records and reports. Thematic study identified fragmented ICT adoption, structural opposition, and training deficiencies as the principal obstacles. Nonetheless, achievements in experimental initiatives, advocacy from junior personnel, and comparisons with international best practices underscore substantial prospects for transformation. The findings highlight the transformative capacity of ICT in augmenting project governance, enhancing operational efficiency, and promoting socio-economic development through initiatives such as the Expanded Public Works Programme. Strategic recommendations encompass capacity enhancement, leadership involvement, and focused investments in digital infrastructure. By conforming to international norms and promoting a culture of innovation, the NW DPW can surmount its problems and excel in sustainable and efficient public sector construction management. This study enhances the dialogue on ICT adoption in developing countries, providing a framework for the digital transformation of public sector institutions in South Africa and beyond.
