Abstract
The purpose of the study was to determine the extent to which
a large employer accepts and applies the principles of employee
training. To this end, aspects of the training policy, the determination of training needs, the definition of training objectives,
training programs, training methods and the evaluation of training
in the Public Service of the Republic of South Africa were subjected
to analysis and critical examination.
Certain gaps were found to exist between the theory and practice of virtually every aspect of training. The training policies of
various government departments and the training directives of the
Public Service Commission nevertheless seemed to reflect most, if
not all, of the generally accepted training principles.
It was concluded that the contribution which training can
make towards the achievement of the objectives of a department depended
largely on whether
(a) the training was introduced deliberately and systematically (rather
than haphazardly) as a means of providing in established training
needs, and as an investment in the quality of the employees;
(b) it formed an integral part of the day-to-day management of the
department, and in particular of its personnel management;
(c) suitably qualified staff, adequate funds and facilities for t raining
were available and
(d) every member of the organisation accepted his training responsibilities.
In general the Public Service seemed to be committed to a
training philosophy and to training policies which are considered to be
basically sound. For the greater part the Public Service was also
actively involved in programs designed to carry out its training
policies .
