Abstract

This paper involves a study of the planning and utilization of time by beginner principals of Afrikaans medium white secondary schools in the Transvaal. By means of a literature study it was determined what planning as a management task of the beginner principal involves, what the relationship of planning is to other management tasks, and what the relationship between planning and time management is. The complexity of the beginner principal's task was analysed briefly, and an overview was obtained of possible external and internal time obstacles. This was followed by guidelines for control over the time obstacles. Further principles of effective time utilization, such as effective planning, objectives and the setting of objectives, prioritizing, delegating and time management techniques, including the time log, time schedule and time strategies, were discussed. A ten-point plan for effective time utilization evolved from the literature study. An empirical study revealed the time utilization problems experienced by a beginner principal. Subsequently the correlation between the biographical and demographic data, and the time management problems experienced by beginner principals, was established. Finally, conclusions were drawn as to the nature and essence of planning and time management and the nature of the beginner principal's time management problems, and a few criteria for effective time utilization were identified. Conclusions were also drawn with regard to the empirical investigation and a number of recommendations were made.
