Exploring the impact of government skills development programmes on SMMEs’ success in the Education, Training and Development sector in Gauteng

Abstract

This study examines the effect of government skills development programs on the growth and sustainability of Small, Medium, and Micro Enterprises (SMMEs) operating within the Education, Training, and Development (ETD) sector in Gauteng, South Africa. Recognising the pivotal role SMMEs play in job creation, economic diversification, and poverty alleviation, this research addresses persistent challenges, including skills shortages, limited access to finance, and inadequate support interventions. The study adopts an interpretive qualitative paradigm, employing semi-structured interviews to gather rich stakeholder perceptions from SMME owners. The theoretical framework integrates Human Capital Theory, the Resource-Based View, Stakeholder Theory, and Adult Learning Theory to assess how government programmes influence entrepreneurial competencies and operational sustainability. The study highlights the critical importance of skills development programmes, enacted through Sector Education and Training Authorities and other government agencies, in equipping SMMEs with essential skills to improve competitiveness and innovation. However, it also uncovers gaps concerning programme accessibility, alignment with industry needs, and evidence of long-term effectiveness. Challenges, including financial constraints, infrastructural deficiencies, and market access limitations, are identified as persistent barriers to sustainability. The study aims to provide empirical insights into the effectiveness of government interventions, informing policymakers and programme implementers on how to tailor skills development initiatives to meet the specific needs of ETD-sector SMMEs in Gauteng. By bridging theoretical constructs and practical experience, the research aims to advance knowledge of sustainable SMME development.
