Abstract
On 23 July 2024, South African President Cyril Ramaphosa signed the Climate Change Bill (B9-2022), which is now known as the Climate Change Act 22 of 2024. This legislative proposal constitutes a complex piece of legislation with the potential to exert a significant influence across a wide array of sectors in South Africa, including the electricity sector. The purpose of the Climate Change Act 22 of 2024 is to facilitate a comprehensive response to climate change and support the transition toward a sustainable, low-carbon economy in South Africa. The Act aligned with section 24 of the Constitution, as it introduced measures to mitigate greenhouse gas emissions that contributed to climate change and adaptation measures to manage the impacts of climate change. The key focus area of this research was to analyse South Africa's electricity sector, in line with the adaptation measures set out in the Act, which aimed to enhance energy security and promote cleaner, competitive energy sources. The research investigated the impact on the electricity sector of the adaptation measures outlined in the Act. The study considered the global legislative frameworks for climate action, exploring the evolution of adaptation priorities from the United Nations Framework Convention on Climate Change (UNFCCC) to the Paris Agreement and Glasgow Climate Pact. These international themes served as a framework to evaluate South Africa's alignment with international goals and objectives. An analysis of South Africa's legislative and policy frameworks was undertaken, including the National Development Plan 2030, the National Climate Change Response Policy, and the Climate Change Act. This also comprised a comparative analysis of Denmark's adaptation measures, offering lessons for South Africa. Denmark's leading role in renewable energy integration, grid modernisation, and policy implementation provided valuable insights into addressing the unique challenges faced by South Africa's electricity sector. The analysis highlighted the importance of investing in technological innovation, stakeholder collaboration, and institutional capacity-building. The research concluded by emphasising the importance of coordinated policy implementation, innovative financing mechanisms, and cross-sectoral collaboration in achieving a resilient, low-carbon electricity sector. By aligning national strategies with international objectives and incorporating lessons from global leaders in renewable energy, such as Denmark, South Africa can enhance its adaptation efforts and ensure sustainable energy security.
