The role of increased renewable energy deployment in realising the objectives of the National Development Plan 2030.

Abstract

South Africa faces an enduring triple challenge of poverty, inequality and unemployment, which is compounded by an energy crisis rooted in historical dependence on coal. In response, the NDP 2030 articulates an ambitious vision of an inclusive, sustainable and low-carbon economy. Central to this vision is the transformation of the energy sector through the deployment of renewable energy technologies that can stimulate economic growth, create employment and promote environmental sustainability. This dissertation investigates the pivotal role of increased renewable energy deployment in realising South Africa's NDP 2030 objectives, specifically the eradication of poverty and the reduction of inequality. Situated against South Africa's legacy of deep socioeconomic disparities and heavy reliance on coal, this study critically examines how renewable energy serves as a transformative vehicle for sustainable development and economic inclusion. Utilising a comprehensive literature review of South Africa's energy sector historical, legal and policy frameworks and the multifaceted challenges hindering the adoption of renewable energy, the research highlights the interplay between the expansion of the provision of renewable energy and socioeconomic outcomes. The findings reveal that renewable energy would contribute multidimensionality to the NDPs developmental objectives. While renewable energy policy and procurement mechanisms such as IRP and REIPPPP have catalysed progress, significant barriers impede the full realisation of these benefits. The research concludes that while renewable energy deployment is not a panacea, it constitutes a critical enabler of South Africa's transition towards an equitable, low carbon and inclusive society envisioned in the NDP 2030.
