dc.description.abstractMunicipal financial distress has become a critical governance challenge in South Africa, with the City of Matlosana among the most financially unstable municipalities. This study examined the determinants of financial distress in Matlosana, focusing on structural, operational, governance, and socio-economic drivers that undermine fiscal sustainability and service delivery. Guided by Agency Theory, the study analysed how information asymmetry, weak oversight, and misaligned incentives contribute to financial mismanagement and institutional failure. A qualitative research design was employed, including semi-structured interviews with municipal officials and document analysis. Thematic analysis revealed that Matlosana's financial crisis is driven by chronic under-collection of revenue, unfunded budgets, escalating consumer debt, poor financial controls, widespread irregular expenditure, ageing infrastructure, operational inefficiencies, and deep socio-economic decline. These weaknesses are compounded by political interference, weak administrative leadership, and the absence of consequence management. The study concludes that Matlosana's financial distress is structural and systemic rather than episodic. It recommends strict implementation of the Financial Recovery Plan, strengthened governance and accountability mechanisms, revenue enhancement reforms, and revitalisation of local economic development. Addressing these entrenched failures is essential to restoring service delivery, rebuilding public trust, and achieving long-term municipal stability.
