Abstract
Water is a limited resource in South Africa, and water quality is declining due to growing pollution and poor land use management. Mines use large volumes of water and gold mines are particularly susceptible to water pollution. Water quality monitoring reports in South African mining operations often fail to meet regulatory compliance. Many mines continue to operate without valid water use licences, exposing them to serious penalties, including substantial fines, legal action, or even operational closure, as stipulated by the National Water Act and related sectoral regulations. This study addresses the need for an accurate, reliable, and regulation-compliant water quality monitoring system tailored to the mining sector. A comprehensive review of legislation, current monitoring practices, and available technologies revealed critical gaps, including the absence of standardised protocols for gold mines and limited adoption of digital tools for data management. To close these gaps, a monitoring framework was developed and implemented to improve the collection, traceability, and reporting of water quality data. The framework integrates mobile data capture, automatic metadata recording, photo verification, and centralised cloud storage to ensure data integrity and streamline compliance reporting. The results show that 34-39% of mean monitoring points fall more than 5 km from their Water Use Licence Application approved locations, while 61-66% remain within the prescribed 5 km range. Despite these deviations, the study demonstrates measurable improvements in data quality, consistency, and traceability following the implementation of the digital monitoring framework. Surface water reports increased by approximately 24% following the introduction of mobile monitoring, while all captured samples were time-stamped, geo-referenced, and user-verified. Although full adoption was achieved progressively, the digital framework produced reliable datasets that met regulatory submission requirements and strengthened long-term data management. Overall, the framework strengthens environmental governance by providing a transparent and auditable record of sampling activities, promoting regulatory compliance, and supporting sustainable water resource management in South Africa's mining sector.
