Public participation in environmental governance : a critical analysis of current practices in South Africa

Abstract

Elements of a framework for public participation in environmental governance at the national level were identified from a literature review of international and national typologies and models for public participation. Current practices were analysed in terms of the legal framework in the National Environmental Management Act (no 107 of 1998) and the views of a range of stakeholders on the purpose and requirements for public participation were obtained. A framework for public participation in environmental governance at national level, with specific recommendations on the National Environmental Advisory Forum (NEAF), was developed. The review of international and national typologies and models for public participation was utilised to analyse public opinion on the current status of public participation. This study only focused on environmental policy, strategy and legislative processes at national level. In order to provide a comprehensive framework for public participation in environmental governance in South Africa, all processes at the national, provincial and local government levels should be reviewed.
