Abstract

A SUGGESTED MANPOWER POLICY CONCERNING ACQUIRED IMMUNE DEFICIENCY SYNDROME FOR PRESENT AND FUTURE EMPLOYEES OF A SPECIFIC ORGANISATION 1. PROBLEM SPECIFICATION The problem for top management and manpower managers is no longer whether AIDS will affect their organisation, but how it will affect the organisation and what precautions should be taken (Van der Merwe, 1988:18). To what extent and in which areas it will affect the organisation, is difficult to determine. Predictions regarding expected proportions which the illness will assume in the future vary. According to Doyle ( 1991: 23) any attempts to predict the expected HIV epidemic, are loaded with problems and uncertainties. It should however not influence continued attempts to develop realistic future scenarios in respect of the epidemic as these future scenarios will assist in better understanding the possible future impact of the illness on the community concomitant with good planning. It is thus important for organisations to determine the possible impact of AIDS as the illness will in all probability influence the organisations in directions such as benefits, productivity, loss of skills, direct and indirect costs, legal exposure, relationship with trade unions, employment policies and decisions regarding labour intensivity as opposed to capital intensivity. Organisations with no policy regarding AIDS, only realised the problem after the first cases had been reported. As a result panicky and emotional decisions were then taken (du Plessis, 1990:15).
