Bulk water services delivery challenges in theDr. Ruth Segomotsi Mompati districtmunicipality in South Africa’s North WestProvince

Abstract

This study thoroughly examines the difficulties in pro-viding bulk water services in Dr. Ruth SegomotsiMompati district municipality in the North WestProvince, with the end goal of giving comprehensivesuggestions for operational and strategic improve-ments. The study adopted a qualitative researchapproach, employing semistructured interviews forgathering data from officials of various municipalitiesresponsible for overseeing infrastructure within thegeographical confines of the municipalities they serve.The findings identified themes indicative of the focusareas contributing to the bulk water services deliverychallenges. These emphasized the importance of foster-ing a collaborative work environment, thus promotingorganizational learning, and implementing effectivechange management to elevate service delivery stan-dards. It identifies the necessity for heightened opera-tional efficiency and advocates for a cultural shiftwithin municipal operations. Strategic planning, mar-ked by the creation and regular refinement of masterplans, is highlighted alongside the implementation of robust project management practices. The studyemphasizes the critical need for synchronizing munici-pal planning processes with statutory requirements andthe changing demands of the local community. Theresearch advocates for a flexible and responsiveapproach to master planning, which is indispensablefor adapting to shifts in administrative frameworks andcommunity needs. The study recommends the develop-ment of a dynamic master plan for water services, onethat is regularly reviewed and updated to reflect theevolving legislative landscape and community priori-ties. It also suggests that municipal authorities shouldensure that the planning process remains inclusive andresponsive to the residents' needs. Furthermore, train-ing and capacity-building initiatives for municipal offi-cials could be instrumental in enhancing their abilityto adapt to these changing demands and legislative environments
