| dc.description.abstract | The purpose of the study is to promote an awareness on the following aspects The availability of different types of predetermined motion time systems as work measurement techniques The availibility of predetermined motion time systems suitable for the measurement of administrative tasks The development, contents and application fields of predetermined motion time systems. This study focuses on the present position of predetermined motion time systems as an alternative work measurement tool. METHOD Books, articles, training manuals, brochures and personal interviews with users of predetermined motion time systems has served as the primary source in the accumilation of information. Personal experience and training in respect of predetermined motion time systems were found to be useful. DIVISION OF CHAPTERS Chapter one deals with the purpose, method, field of study and the devision of chapters. Chapter two deals with the historical development of work measurement. A few important concepts are defined. Emphasis is place on the development of stopwatch time studies as a work measurement technique. Chapter three focuses on the importance of standards as a control measure. A systematic grouping of standards are given, The establishment methodology, application possibilities, requirement and limitations in the setting of standards are discussed. Chapter four is devoted to a review of the development of twenty three different predetermined motion time systems. Principles universal to all predetermined motion time systems, as well as advantages and objections concerning the systems, are discussed. In Chapter five an analysis is given of the functioning of seven different predetermined motion time systems. These seven systems are Method-Time-Measurement-1, (MTM-1), Method-Time-Measurement-2 (MTM-2), Method-Time-Measurement-3 (MTM-3), Method-Time-Measurement-Clerical (MTM-C), MTM Office Methods Evaluation Technique (MOMET ), Clerical Work Measurement (CWD) and Clerical Productivity Measurement (CPM). CONCLUSION Administrative work measurement is one of the investigation areas which is neglected mostly by management. The analysis of administrative proceedings should, in future, attract more attention from management due to the following reasons Every company, society, municipality, government department or any other body has an administrative. department The clerical work-force is rising faster than the overall labour-force The administrative department must function towards maximum productivity or profits will be eroded Techniques to monitor administrative proceedings are becoming more readily available Each of the different predetermined motion time systems that are available, posess unique qualities. Concerning the following factors, systems should be properly compared with one another : Accuracy Reliability Complexity The system that an enterprise chooses as a work measurement technique, is the system that fulfills the requirements of the enterprise most. - Making use of these techniques companies would benefit enormously, but unfortunately they do not use it. The reasons are probably among the following They do not know about it at all They do not know enough about it They feel that it doesn' t apply t o their industry They feel it is too "sophisticated" for t he South African market They do not know how to introduce it, where training is available, or what application guidance can be obtained. A total lack of knowledge concerning predetermined motion time systems handicaps t he application of the systems. A joint education and training attempt by educational institutes, specialist societies and statutory bodies are necessary in order t o establish predetermined motion time systems in the industry as an alternative work measurement tool. | en_US |
