dc.description.abstractInadequate human and financial capital led to LED units to be stagnant. Taking all these issues into account, the purpose of the study was to investigate the nonperformance of LED initiatives and departments in the district. A qualitative approach was use to collect data. The data was discussed and recommended actions were made. These include the use the current initiatives to assist municipalities and to reestablish the LED fund .en_US
