Abstract

Personnel administration comprises those functions within an enterprise which relate to the procurement and retention of personnel. The main objectives of these functions are to ensure satisfactory employer/ employee relationship, and a sufficiency of trained employees with the re= quired qualifications and skills to meet the labour requirements of the enterprise, now and in the future. This study deals with personnel administration in respect of Bantu personnel and covers, inter alia, recruitment, testing and selection, employment, placement, induction, training, communication, promotion, settlement of disputes, safety, medical and social care and personnel research as well as the officials and departments concerned with these functions. Further, in view of the unique nature of the labour position in South Africa and its extreme complexity, the main problems that arise and a survey of developments in the field of labour from as far back as 1652, are included to facilitate an understanding of the subject. The study is based on an empirical investigation of personnel administration at eight firms engaged in the heavy iron and steel industry; prevailing administrative functions are critically analysed and their effectiveness and contribution to productivity tested and, where applicable, recommendations to effect improvements made. These recommendations include, inter alia, regular penetrating and scientific analysis of various labour aspects, a sound personnel organisation, the full use of the facilities created by the Bantu Labour Relations Act for the prevention or settlement of labour disputes and planned personnel research.
