Instituting good local governance through accountability and framework for Consequence Management (CM) intervention: The case of North-West Province municipalities

Abstract

This study investigates a framework for Consequence Management (CM) interventions as a tool to institute sound local governance through accountability in North West Province municipalities, South Africa. Despite comprehensive legislative frameworks which governs local government, municipalities continue to face significant service delivery and governance challenges. The Office of the Auditor General of South Africa (AGSA) has consistently reported on multiple audit outcomes and regression within the province. The study adopted a mixed-methods approach, i.e., quantitative surveys (n=64) across twelve (12) municipalities as well as an in depth qualitative interview. This mixed method approach was undertaken to examine the implementation of a framework for Consequence Management (CM) interventions and to institute sound local governance through measures of accountability. The research reveals an overall framework for the implementation of Consequence Management (CM) interventions at a rate of eighteen percent (18%), and significant variations based on officials' levels of experience (0% for novice to 40% for experienced officials). The statistical analysis revealed a strong correlation between understanding and implementation, although the latter is often impeded by political interference, resource constraints, and lack of capacity. The key challenges which were identified included a lack of clear frameworks (reported by 85% of participants), inadequate institutional structures, and weak oversight mechanisms. A comprehensive framework for Consequence Management (CM) interventions was developed, which incorporated policy elements, institutional structures, implementation guidelines, and monitoring systems. The framework addresses identified gaps whilst simultaneously provides a practical implementation guideline. The study recommends a phased-in approach towards implementation, and underscores the formulation of policy, capacity building, and institutional strengthening. The research contributes towards both a theoretical understanding and practical implementation of a framework for Consequence Management (CM) interventions within the local government context. It contributes towards the existing public administration body of knowledge on the praxis whilst provides evidence-based tools to enhance municipal accountability. The recommendations include short-term policy formulation interventions, development of medium-term capacity building plans, and the institution of long-term structural reforms to enhance governance outcomes.
