| dc.description.abstract | This study analysed the relationships between government policies and operations, and the challenges and opportunities of small student accommodation businesses in Mahikeng, South Africa. It examines how local and national government policies influence the establishment, growth, financial stability and compliance of these businesses. The study also explores the operational barriers and opportunities that arise due to regulatory, economic and policy systems. A qualitative research methodology was used, and data was gathered through semistructured interviews with owners of small student accommodation businesses. The transcribed interviews were analysed using ATLAS.ti to identify recurring codes, concepts and themes. There were four key themes, including Barriers to Entry: Business Development and Growth, Financial and Economic Factors, and Policy and Regulatory Environment. These themes demonstrate the complex ways in which government policies enable and constrain small business operations. The research concludes that although government policies can be used to encourage entrepreneurship and promote small businesses dealing with student accommodation, they cannot do their job well due to their inconsistent implementation and lack of communication and alignment of national and local programs. It makes recommendations to improve regulatory operations, expand local government capabilities, offer more specific funding and promote partnerships between the government and the community, and transforms the student housing ecosystem into an ecosystem that is more inclusive and sustainable. | |
