Abstract

Hazardous waste demands meticulous handling and management due to the potential harm or threat it poses. This type of waste may contain chemical and biological contaminants, which must be handled, stored, collected and disposed of with procedural care. The management of chemical and biological wastes must adhere to applicable institutional guidelines and legislative requirements. Failure to comply with these regulations can result in harm to the environment, human health, and other living organisms. Any institution dealing with or managing hazardous substances, such as chemical and biological wastes, bears the responsibility of doing so in a manner that promotes occupational health and safety, as well as environmental protection. The South African Police Service (SAPS), Forensic Department involved in activities generating various hazardous waste streams, has not been extensively researched regarding the management of hazardous waste and compliance with South African legislation. This research aimed to assess hazardous waste management at the SAPS Forensic Department in North West. The assessment involved investigating current waste management practices, including generated quantities, and aspects such as waste separation, storage, collection, and transportation. To achieve this, a mixed methods approach was employed, encompassing both quantitative and qualitative data collection methods. Data were collected through the review of documents and records from eleven Local Criminal Record Centres over a three-year period. Fifty (50) SAPS employees participated in survey questionnaires and on-site observations were also conducted. Findings indicate that Local Criminal Record Centres need to improve waste segregation and handling practices, as well as recordkeeping of waste generated and disposed of. Additionally, waste storage facilities were found to be inadequate, and the Department faced challenges with delays in hazardous waste collection for disposal purposes. Limited awareness and training regarding hazardous waste management was also identified, with survey participants expressing general dissatisfaction with current waste management practices. These findings underscore the need for improvement in hazardous waste management systems through enhanced recordkeeping, improved hazardous waste infrastructure, and increased training and awareness. Recommendations include the adoption of a formalised hazardous waste management system, informed by the principles of ISO 14001: 2015.
