Abstract

Access to the correct quantity and quality of water is essential for human life; without it, society would not function properly. Due to water's vital role in all aspects of society, governments worldwide must manage water resources effectively, efficiently, and sustainably for current and future generations. Resilience coupled with effective and efficient water services management in water systems can aid in preserving this precious commodity for humankind's continued survival and development. The study examined the resilience of the water systems of The Sol Plaatjie Local Municipality. In addition to the state of water supply infrastructure, the study also examined the quality of water services provided to the residents of the greater Kimberley area. In this regard, the roles and responsibilities of municipalities as water services authorities and providers were also examined to determine whether sustainable strategic plans were in place to ensure prolonged water resilience and improve water services management. This study was qualitative in nature, and it employed a case study and cross-sectional research design. Semi-structured interviews, questionnaires, observations, and document analysis were among the methods and instruments used for obtaining data. The research sample comprised residents who experience water shortages and disruptions, specifically those who live in Carters Glen, Hadison Park, Galeshewe, Roodepan, New Park, and Southridge within the boundaries of Sol Plaatjie Local Municipality. The research sample also included three ward councillors and two municipal officials. After conclusive research, the study found that the Sol Plaatjie Local Municipality had little to no water resilience as residents of Kimberley experienced severe water cuts -and shortages, including low water pressure regularly. In addition to this, residents also raised concerns regarding the quality of water services management. Recommendations of the study are to take an active approach to improving and or replacing dilapidated existing water infrastructure; to prioritise adequate training and development of technical staff responsible for maintenance of water infrastructure; to involve residents in water services management; and to emphasise planning for crucial municipal operations and functions.
