Abstract
The purpose of this study was to evaluate the implementation of the Employment
Equity Act of 1998 by the Central District Municipality and to determine from
literature the solutions of the problems raised in this study. The ultimate aim is to
recommend to the Central District Municipality the corrective measures that need
to be taken to ensure compliance with the requirements of the Employment
Equity Act.
Both numerical and non-numerical data were collected from records,
Employment Equity Plan and policies. The other non-numerical data was
collected through a questionnaire to measure perception of the employees about
the implementation of the Employment Equity Act of 1998 by the Central District
Municipality. Both descriptive and inferential statistical methods were used to
analyse the collected data. The descriptive statistical method was used to reduce
data sets to make interpretation easier. Inferential statistical tests (contingency
table analysis and correlation) were performed and test difference was used
where there was a specific variable of interest.
The findings reflect that the Central District Municipality have more male
employees than female. This has shown to be more serious in the Department of
Technical Services and the Department of Fire and Emergency Services. It was
also found that 136 employees were transferred from the Provincial government
to the Central District Municipality. Most of these employees were males and
transferred to the Department of Fire and Emergency Services. It was also found
that women are attracted to certain posts while their response to other posts was
negative.
