Abstract
This investigation focuses on the part-time and contract employee and the potential role they can play in the relieving of the unemployment problem in South Africa. This is done by getting to know this sector of the labour market better and to seek out the advantages and disadvantages that are related to this kind of job. The probability for the government to create the amount of jobs that are needed to satisfy the demand for job opportunities by the year 1999, are unlikely. There are indications that the employers must prepare themselves for more state intervention in the not too distant future. This can have a deffinate effect on potential job creation initiatives. The possibility of alternative job creation methods must be looked into and the part-time- and contract employee market has the potential to supply the labour market with well trained and developed employees. 2 OBJECTIVES OF THIS STUDY The aim of this study was to get to know the part-time and contract employee better by looking into the advantages and disadvantages that are related to this tipe of job. The further aim of this study was to determine if this tipe of employee had a future in the South African labour market and if they had any role to play in the relieving of the jobcreation problem. In this regard, the following objectives were set : • The discription of a few part-time labour provision agencies with the aim to throw more light on this sector of the labour market. • The advantages and disadvantages that forms part of this market with the aim to determine the job creation potential thereof. • The impact that the new labour dispensation has on the part-time and contract employee. • Lastly, the contribution that this part of the labour market can make to development and training of employees and to jobcreation. 3 METHOD OF RESEARCH It was decided to undertake a thorough literature study to cast more light on the role of the part-time and contract employee in the modern labour market. The researcher made use of the most recent information available in the form of news papers, magazines, books, government gazettes etcetera. The study will mainly concentrate on the situation in South Africa but reference will also be made to the situation in the United States of America. Some of the ducuments that was used for this purpose has never been published. 4 RESULTS The study did cast a bit more light on the unique situation in which the part-time and contract employee find themselves. A few of the most important findings are as follows : • labour relations plays an important role in our daily lives and through the effective management of this relationship between the employer and the employee, the organization will be in a better position to meet it 's objectives. • although there are certain advantages and dis-advatages that forms part of the part-time and contract employee's situation in the labour market, the existence of this sector of the
labour market are not in danger. Al signs are that this sector of the labour market will become a force to be reconnect with. • the part-time and contract employee can make a positive contribution to the effectivity of any bussiness if management attends to their needs and wants. • the new labour dispensation has an possitive impact on the part-time and contract employee's situation at the workplace. There are more protectitive measures build into this Law than ever before. • this sector of the labour market, together with the labour providing agencies can play a big role in the supplying of well trained employees to meet the needs of a job creation program. 5 RECOMMENDATIONS The most important recommendations are summarized as follows: • the employer must ensure a good relationship between the part-time and contract employees on the one hand and the permanent employees on the other. It is common knowledge that the relationship between these two groups are often not what the employer had in mind to build a competitive company. • the use of part-time and contract employees can have a negative effect on the situation in the workplace like for instance: a negative impact on the feeling of cohesion between employees, influence the initiative and lojalty of employees. This can be delt with by setting a few standards and workprosedures that the part-time and contract worker must adhere to while he is in the service of the particular company. • The employers must assist the part-time and contract employees to become part of their companies aims and objectives as fast as possible to ensure the effectivety of these employees. This will ensure that these employees are productive and prevent the loss of possible clients because of there ineffectiveness. • labour providing agencies must pay more attention to the benefits that they offer their employees so that they can ensure a more stable supply of employees . In so doing they can be a potential supplier of well trained , jobless employees to the job creation initiatives of the government.
