    Abstract
    The study aims to evaluate and determine the reasons for the continuous deterioration of municipal systems, in terms of service delivery and supply chain management (SCM), in local government, particularly the JB Marks Local Municipality. It also aims to assess the psychological viewpoint of the employees within the SCM unit through interviews and questioners and assess the reasons for the lack of commitment, if any, towards their job. Previous studies and reports by the auditor general have shown deterioration over the years, a lack of service delivery and a lack of proper management of supply chain processes as being some of the contributing factors to the ongoing deterioration of municipal systems and infrastructure as well as protests from residents. The regression of the audit opinion resulted in not a single municipality in the North West obtaining a clean audit report. In this study, the focus will not be on the entire local government in the North West province but on the effectiveness of SCM, particularly at the JB Marks Local Municipality (JBMLM) which is a municipality under Dr Kenneth Kaunda District in the North West. A quantitative research approach will be applied. A sample of participants will be selected to fill in questionnaires, where applicable, and an overview of identified problem areas will be a focus area. The study intends to provide an overview of problem statements, literature reviews, questions emanating from research, the significance of the research, methodology and application of the research.
