The impact of a performance management and development system on employee motivation at Mahikeng Local Municipality, North West Province
Abstract
The research problem involves motivation of monitoring, personnel, review, and
measurement, of the performance management and development system at the
Mahikeng Local Municipality (North West Province). The study aimed at
establishing the impact that performance management and development system
has on employee motivation and to add to the body of knowledge by proposing a
simple method of motivating employees through PMDS in the Municipality.
PMDS is imp011ant in a way that local municipalities make use of the system to
measure the performance of employees against set objectives of the Municipality.
The researcher used the quantitative research method to examine the effect of
PMDS on employee motivation. The quantitative research methodology is a vital
desc1iptive design which is used in studies among individuals or groups. The
researcher collected primary data means of questionnaires which were distributed
to participants in the Municipality.
The Municipality comprises of 514 employees. A sample was drawn from the
public servants staff (office based), and 100 employees were selected to be part of
the study. A sample of 100 respondents was selected using simple random
sampling. Of the 100 questionnaires which were distributed to the pai1icipants, 82
were returned. The number of staff who participated in the study included both
genders but excluded section 57 managers.
The research showed that even though 45% of personnel claim that the system
is effective in the Municipality, employees still face challenges of improper
formulation of the policy and lack of training it is also evident that there are no
rewards or incentives put in place to motivate employees. The study also revealed
that performance is not monitored and reviewed on a quarterly basis. It is also
recommended that a motivation strategy be implemented to make sure that there
is an increase in the motivation of employees. The study also recommends that
PMDS re-training and training mainly for employees be done at regular intervals,
to raise employee's morale.
