    Abstract
    The development of subnational credit rating methodologies provides benefits for subnationals, the sovereign and its citizens. Trusted credit ratings facilitate access to financial markets, and superior ratings allow for the negotiation of better collateral and guarantee agreements as well as the funding of, for example, infrastructure projects at superior (lower) interest rates. No South African subnationals (provincial governments and departments) are credit rated at present. This article applies a proposed methodology to develop the quantitative section of a subnational credit rating methodology for the Department of Education. The models developed are tested with regard to the accuracy of predicting payment behaviour using RAG (Red, Amber or Green) statuses. It is shown that the linear regression model including interaction terms and excluding outliers performed the best. This model predicted seven of the nine provincial education departments’ RAG statuses one year ahead. A case study is provided to illustrate how the models can be used in future. This includes a dashboard illustrating how combining the predicted ranking (quantitative section) with a qualitative overlay could derive a final credit ranking
     
    Die ontwikkeling van subnasionale kredietgraderingsmetodologieë bied voordele vir subnasionale regerings, die nasionale regering, asook die inwoners. Betroubare kredietgraderings fasiliteer toegang tot finansiële markte, en goeie graderings laat toe vir die onderhandeling van beter kollateraal- en waarborgooreenkomste, asook die befondsing van (byvoorbeeld) infrastruktuurprojekte teen beter (laer) rentekoerse. Geen Suid-Afrikaanse subnasionale regering (provinsiale regerings en departemente) het tans ’n kredietgradering nie. Hierdie artikel pas ’n voorgestelde metodologie toe om die kwantitatiewe gedeelte van ’n subnasionale kredietgraderingsmetodologie vir die Departement van Onderwys te ontwikkel. Die ontwikkelde modelle is met betrekking tot die akkuraatheid van die voorspelling van betalingsgedrag getoets met behulp van ROG-statusse (Rooi, Oranje of Groen). Daar word aangetoon dat die lineêre regressiemodel met interaksieterme ingesluit en uitskieters uitgesluit die beste gevaar het. Hierdie model het sewe van die nege provinsiale onderwysdepartemente se ROG-statusse een jaar vooruit reg voorspel. ’n Gevallestudie word voorsien om te illustreer hoe die modelle in die toekoms gebruik kan word. Dit sluit ’n instrumentbord in wat illustreer hoe ’n finale kredietgradering afgelei kan word deur die voorspelde rangorde (kwantitatiewe gedeelte) met ’n kwalitatiewe oorleg te kombineer
