dc.description.abstractDie impak wat klimaatsverandering op die landbousektor uitoefen, word as ʼn hedendaagse realiteit beskou. Die progressiewe groei in die wêreldbevolking asook ʼn toename in klimaatsveranderingimpakte, plaas voedselproduksie onder druk, wat uiteindelik ook voedselsekuriteit bedreig. Klimaatsaanpassing in die landbousektor is gevolglik deurslaggewend om kwesbaarheid en risiko’s in dié sektor te verminder. Aanbevelings, publikasies en riglyne wat deur die Food and Agriculture Organization of the United Nations gepubliseer is, is dus daarop gerig om die mees praktiese klimaatsaanpassings-elemente te ontwikkel. Kern klimaatsaanpassingselemente is dienooreenkomstig vir doeleindes van hierdie studie uit hierdie publikasies geïdentifiseer en gelys ten einde elemente neer te lê waaraan huidige en toekomstige landboubeleid en -wetgewing in Suid-Afrika aan gemeet sal word. Hierdie klimaatsaanpassingselemente behoort in terme van beleid en wetgewing in nasionale regsraamwerke weerspieël te word met die oog op die bevordering van kwalitatiewe en kwantitatiewe voedselproduksie. Die klimaatsaanpassingselemente sal owerhede in staat stel om behoorlike riglyne en strategieë uit te vaardig, sodat landbouprodusente volhoubare landboupraktyke kan implementeer. Hierdie geïdentifiseerde klimaatsaanpassingelemente moet die verwesenliking van ʼn progressiewe reg op toegang tot voedsel bewerkstellig. Klimaatsaanpassings-elemente sluit, inter alia, die afwisseling van gewasse en bestuur van lewende hawe, seisoenale veranderings en saaidatums, produksie-insette, waterbestuur en tegnologiese ontwikkelinge in. Die Departement van Landbou, Bosbou en Visserye het onlangse landbouregsontwikkelings, spesifiek die Draft Preservation and Development of Agricultural Land Framework Bill van 2016, gepaardgaande beleid en die Draft Climate Change Adaptation and Mitigation Plan for the South African Agricultural and Forestry Sectors (2015) gepubliseer. Hierdie landbouregsontwikkelings is op die beskerming en bewaring van landbougrond gerig om sodoende nasionale en huishoudelike voedselsekuriteit te bewerkstellig. Vanweë die wyses waarop klimaatsverandering landbouproduksie negatief beïnvloed, ontstaan die vraag in welke mate bogenoemde landbouregsontwikkelings vir die geïdentifiseerde klimaats-aanpassingselemente voorsiening maak. The impact that climate change has on the agricultural sector is considered a contemporary reality. Due to the progressive growth in the world population and the increasing impact of climate change, food production is being placed under pressure, which will eventually threaten food security. Climate adaptation in the agricultural sector is pivotal to reducing vulnerability and risks in this sector. Recommendations, publications and guidelines by the Food and Agriculture Organization of the United Nations are accordingly, directed to develop the most practical climate adaptation elements for the agriculture sector. Core climate adaptation elements are identified and listed from these documents, for purposes of this study, subsequently to lay down comprehensive elements against which current and future agricultural policy and legislation in South Africa will be measured. These climate adaptation elements should reflect the promotion of qualitative and quantitative food production in terms of policy and legislation in national legal frameworks. Climate adaptation elements will enable authorities to develop proper guidelines and strategies in order to promote and ensure sustainable agricultural practices. These identified climate adaptation elements should be aimed at the realisation of a progressive right of access to food. Climate adaptation elements include, inter alia, the alternation of crops and management of livestock, seasonal changes and sowing dates, production inputs, water management and technological developments. The Department of Agriculture, Forestry and Fisheries has published recent agricultural legal developments, specifically the Draft Preservation and Development of Agricultural Land Framework Bill of 2016, accompanying policy and the Draft Climate Change Adaptation and Mitigation Plan for the South African Agricultural and Forestry Sectors (2015). These agricultural legal developments are aimed at the protection and conservation of agricultural land and at ultimately ensuring national and household food security. In the light of the ways in which climate change negatively affects agricultural production, the question arises to what extent the above agricultural legal developments provide for the identified climate adaptation elementsen_US
