Abstract
NATURE AND SCOPE OF STUDY - The Ministry of Education recognises that private provision plays an extremely important role in expanding access to higher education by responding to labour market opportunities and student demand. The key challenge for Government lies in expanding the role of educationally sound and sustainable private higher education institutions in terms of the applicable South African legislation. In this study research was done to determine the Government's policy regarding the establishment of a higher education institution based on the policy of a specific church denomination. THE INSTITUTION RESEARCHED - Research was done at Potchefstroom University for Christian Higher Education. The study focuses mainly on the scientific development and structuring of an independent institution for higher education to serve that part of the community who has a need for such an institution. LITERATURE STUDY - The literature study comprises two sections. The first section presents a study of the current legislation on higher education. Secondly, documents, books and articles on the structuring of institutions were analysed.
EMPIRICAL STUDY - Information was obtained by studying the structures, vision, mission and objectives of two independent American institutions for higher education as well as that of the Potchefstroom University for Christian Higher Education. CONCLUSION - The purpose of the study was achieved, in that it is possible to establish an independent institution for higher education, which will suit the requirements of a
specific church denomination, within the current Government policy.
